A Chennai land-acquisition decision should begin with a parcel identity and an evidence set, not a corridor average. Two plots marketed under the same locality name can have different survey histories, planning uses, access, coastal constraints, approval conditions, and title risks. A price-per-square-foot range cannot resolve those differences.

This guide therefore does not publish “2026 Chennai prices.” It explains how an acquisition team can assemble evidence that supports a parcel-level planning, title, price, and approval decision.

## Direct answer

Before issuing an offer or paying an advance for Chennai land, confirm the survey identity, current planning authority and land use, CRZ position where relevant, title-document chain, revenue and survey records, applicable approvals, and a reproducible comparable set. Keep asking prices, guideline values, registered evidence, and the team's valuation conclusion as separate fields.

Do not advance a parcel merely because every document exists. The acquisition question is whether the identifiers, parties, extents, dates, and conditions agree.

## Step 1: Establish survey identity and jurisdiction

Start with the current sale document, parent documents, revenue record, and survey record. Record every survey number and subdivision exactly as shown. If an old and new number differ, retain the document that explains the change rather than silently normalising it in a spreadsheet.

Then identify the current planning and registration jurisdictions from official sources. A postal locality or broker description is not enough. Jurisdiction can affect which planning record applies and which Sub-Registrar Office or historical office must be searched.

The output of this step should be a parcel identity sheet containing:

- district, taluk, village, and local body;
- current and historical survey/subdivision numbers;
- extent in the source unit and a documented conversion;
- boundary description and access road;
- current planning authority and Sub-Registrar Office evidence;
- unresolved identifier conflicts.

## Step 2: Check current planning use and development controls

CMDA's official Second Master Plan development-regulations document establishes the planning framework for the Chennai Metropolitan Area. However, the PDF itself says amendments are incorporated only through May 2013. The [Tamil Nadu Combined Development and Building Rules, 2019](https://www.tnurbantree.tn.gov.in/wp-content/uploads/2020/06/TN_combined_development_building_rules_2019.pdf), later amendments, approved plan variations, special overlays, and parcel-specific conditions may also affect a proposal.

That is why a generic table assigning one FSI or height limit to a broad zone is unsafe. The buildable outcome may depend on the exact land-use designation, road width, plot dimensions, access, building type, height, setbacks, parking, infrastructure, special-area restrictions, and approvals.

Ask a qualified planner to document:

1. the authority and current land-use source used;
2. the proposed use and building class;
3. every rule, amendment, variation, and overlay applied;
4. the site inputs used for the calculation;
5. the approvals or reclassification still required;
6. assumptions that could change the result.

A layout approval is not automatically planning permission for a proposed building. A planning-use classification is not title evidence. A reclassification order is not proof that every layout, environmental, revenue, or title requirement has been satisfied.

## Step 3: Treat CRZ as a mapped legal constraint

When checked on 9 August 2026, the [Tamil Nadu State Coastal Zone Management Authority](https://tnsczma.tn.gov.in/TNSCZMA.php) stated that the **CRZ Notification, 2011 is currently followed in Tamil Nadu** and that the 2019 notification will be implemented after approval of the Coastal Zone Management Plan prepared under it. The authority publishes the State's [approved 2011 CZMP maps](https://tnsczma.tn.gov.in/approvedczmpmaps.php), including the maps covering Chennai taluks.

Do not convert that regime into a blanket “within 500 metres” or “within 700 metres” buying rule. The official classification addresses the seafront and tidal-influenced water bodies, and the applicable category and map boundary matter. A simple straight-line distance from a map pin can miss a creek, canal, backwater, mapped category boundary, or an inaccurate site polygon.

For a potentially affected parcel:

1. map the deed and survey boundaries, not only a centre point;
2. select the applicable approved CZMP sheet;
3. record the mapped CRZ category and boundary;
4. obtain an authorised HTL/CRZ demarcation when the position is material or unclear;
5. have the proposed activity assessed under the currently applicable notification;
6. obtain the required authority decision before treating the site as developable.

A CRZ map check is a screening result. It does not itself grant clearance or establish that a project is permissible.

## Step 4: Reconcile title, revenue, encumbrance, and survey evidence

- the claimed title-document chain;
- the period and identifiers covered by each EC search;
- the Patta/Chitta or TSLR entry from Tamil Nadu eServices;
- the FMB, TSLR sketch, or other applicable survey record;
- succession, partition, power-of-attorney, court, lender-release, or acquisition records relevant to the chain;
- a dated legal opinion identifying assumptions, exceptions, and documents still required.

There is no universal 30-year rule that can replace counsel's judgement. The search should reach a defensible root of title and cover the relevant identifiers and jurisdictions. Inherited, subdivided, converted, or disputed land may require a longer or differently structured search.

Use an issue register rather than a generic “clear/not clear” status:

## Step 5: Build a reproducible Chennai price view

- source type: registered instrument, valuation, written offer, or asking price;

- current planning use and approval status;

- every adjustment and who approved it.

When publishing a corridor range, disclose the observation count, period, inclusion rules, exclusions, unit conversion, adjustments, and distribution. Without those fields, the range is not reproducible and should remain an internal hypothesis.

## Step 6: Model transaction charges separately

For a standard Chennai sale conveyance, current Tamil Nadu government charges total **9% on the applicable market value under TNREGINET's valuation rules: 5% stamp duty, 2% transfer duty, and 2% registration fee**. Confirm the instrument, ownership structure, property classification, jurisdiction, and live portal calculation before an offer or closing model is approved. Do not mix these government charges with brokerage, professional fees, conversion charges, infrastructure contributions, finance costs, or internal operating cost. Each requires its own evidence and assumption.

## A decision-gated workflow without invented timelines

The sequence below defines evidence gates, not promised durations:

Assign an owner, target date, dependency, and actual timestamp to every gate. Forecasts should be based on the parcel's open dependencies and the team's own historical stage data. A generic “clean Chennai deal” duration hides the very exceptions the plan needs to manage.

Teams can monitor process health without claiming that one percentage is normal for Chennai:

- median and spread of time in each gate, split by parcel cohort;
- percentage of parcels with unresolved identifier conflicts;
- EC searches repeated because of period, SRO, village, or subdivision scope;
- planning and CRZ screens completed before commercial negotiation;
- offers supported by a documented comparable set;
- rework cost and cause by stage;
- parcels rejected and the evidence-based reason;
- missing-data rate for required fields.

Set an internal baseline first. A warning threshold should follow from risk appetite, service commitments, and observed performance—not an uncited industry table.
