A land pipeline is not a colourful list of stages. It is a control system that makes the current parcel, evidence, owner, next decision and exception visible without reconstructing them from messages and files.

## The seven-stage reference pipeline

## 1. Intake

Create a stable parcel ID. Retain the source description, survey number, subdivision, extent, location, seller/contact, claimed interest, intended use and asking terms. Do not create a new record when the same land arrives through another broker; link the source.

**Control:** duplicate matching and mandatory identifiers.

## 2. Screening

Separate verified facts from seller claims and assumptions. Review broad location, access, visible occupation, planning jurisdiction, intended-use fit and commercial criteria.

**Control:** rejection reason and source date.

## 3. Site and survey

Use a consistent inspection form. Attach observations, photos with context, access route, occupants, boundary markers, physical constraints and the applicable cadastral record. Record whether a qualified survey is complete.

**Control:** site evidence must be tied to the parcel and visit, not only a chat thread.

## 4. Due diligence

Build the document and exception register. National land-record digitisation is state-led; the [Department of Land Resources](https://dolr.gov.in/en/programmes-schemes/dilrmp-2/) describes diverse state administration. Registration evidence sits within the framework of the [Registration Act, 1908](https://www.indiacode.nic.in/handle/123456789/2190?view_type=browse).

Track title, authority, registered instruments, revenue and survey records, possession, access, planning, environmental and litigation work separately.

**Control:** a written legal conclusion does not silently close survey or planning exceptions.

## 5. Valuation and approval

Retain official valuation inputs, comparable evidence, sample and period, adjustments, residual scenarios, transaction costs, cure costs, sensitivities and offer authority.

**Control:** assumptions are labelled and approved; a model version is frozen with the decision.

## 6. Contract and closing

Convert exceptions into conditions, responsibility, deliverables, payment gates and termination rights. Recheck time-sensitive evidence and confirm the final property schedule, parties, authority, applicable duties and registration procedure with counsel.

For one state-specific example, a standard Tamil Nadu conveyance is **9% total: 5% stamp duty, 2% transfer duty and 2% registration fee** on the applicable market value accepted for registration. The current [TNREGINET Duty and Fees schedule](https://tnreginet.gov.in/portal/webHP?requestType=ApplicationRH&actionVal=openDutyAndFee&screenId=114&auditUSFlag=true) groups the first two components together as **7% under “Stamp Duty”**. Recheck the live schedule, instrument and any applicable notification; this is not a national rate.

**Control:** money and obligation cannot advance beyond the approved evidence state.

## 7. Post-closing

Keep possession, revenue mutation, taxes, approvals, releases, originals custody and other obligations open until evidence exists. Registration is not a generic “all complete” event.

**Control:** each obligation has owner, due date and proof.

## Definitions make metrics useful

For each stage, define entry event, exit event, paused state, rejection reasons and clock treatment. Then measure:

- count entering, exiting and currently active;
- median and spread of elapsed time for comparable parcel cohorts;
- active work and waiting time separately;
- exceptions opened, cleared and overdue by category;
- evidence completeness at exit;
- offers, withdrawals, rejections and registrations with reasons; and
- post-closing items overdue.

Do not compare teams or cities until their definitions and parcel mix are comparable.

## Tool requirements

Whether implemented in a spreadsheet, project tool or dedicated platform, the pipeline should support unique parcel identity, controlled stages, document provenance, tasks, approvals, permissions, change history and export.
