WhatsApp can be an effective communication channel. It should not become the only place where a parcel's current status, evidence, task ownership or approval can be reconstructed if the organisation needs those records for operations, audit, litigation, security or continuity.

Meta documents default end-to-end encryption for personal calls and messages and offers [optional end-to-end encrypted backups](https://about.fb.com/news/2021/10/end-to-end-encrypted-backups-on-whatsapp/). Those are product and privacy capabilities. They do not decide whether a team's chat setup satisfies its own evidence, retention, access and data-governance requirements.

## Direct answer

Define WhatsApp as either:

- a communication channel whose material outcomes are captured elsewhere; or
- an approved record system with documented ownership, retention, export, access, legal hold, security and recovery controls.

If neither is true, the organisation is relying on an undefined process.

## What must have a parcel record

Regardless of channel, these events normally need structured capture when they affect a decision:

## Evaluate the current setup

### Retrieval

Select recent and older parcels. Ask a person who was not in every conversation to reproduce the current status, last verified evidence, open conditions and approved commercial position. Measure time and discrepancies.

### Ownership

Check whether each open action has one accountable owner and due date. “Please check” in a group is not assignment unless the process records acceptance and completion.

### Document provenance

For a sample of files, identify the issuing source, parcel and subdivision, date, version, verification state and whether a later document supersedes it.

### Access and continuity

Test joiners, leavers, device replacement, number changes, linked devices, administrators, backups and exports under the organisation's policy. ### Retention and legal hold

Ask whether required records can be retained, searched, exported, placed on hold and deleted according to policy. Obtain legal, privacy and security advice for the organisation and data involved.

## A channel-to-record rule

Use a simple rule: **if a message changes parcel state, money, evidence, responsibility or approval, capture the outcome in the parcel record.**

The record should link back to the permitted source where useful, but it must explain the decision without requiring a reviewer to read an entire group history.

## Controlled transition

1. Define the system of record and parcel identifier.
2. Define capture-trigger events and owners.
3. Inventory active parcels and open actions.
4. Migrate structured facts and documents with provenance; do not dump chats without classification.
5. Reconcile parcel counts, owners, open tasks and decisions.
6. Communicate which channel is authoritative from the cutover date.
7. Audit compliance and exceptions.
