RERA registration for buildings β€” what it actually covers

Apartment and villa projects in Tamil Nadu must register with TN RERA before any unit can be advertised, marketed, booked, or sold. The registration disclosures fall into five mandatory buckets:

Approval chain (CMDA / DTCP / Local body)
Planning permission and Building Permit numbers, the issuing authority, the date of issue, and the validity period. For projects in CMDA jurisdiction the Approved Plan with Local Body Seal must be uploaded; outside CMDA, DTCP planning permission applies.
Title and land documents (EC, Patta, GLV)
Encumbrance Certificate from the date of planning permission to RERA submission, Land Title Deed (Patta / GPA / JVDA / JDA), and the Guideline Value of every survey number covered in the project.
Project specs (FSI, parking, completion)
Total units, total blocks, site extent, total built-up area, FSI / FAR utilization, parking breakdown (covered, open, visitor), structural engineer credentials, and the expected completion date.
Promoter and money trail
Promoter name, type (individual / firm / company), registered address, contact details, PAN, and β€” most importantly β€” the designated RERA bank account that must hold 70% of buyer collections in escrow.
Form C and quarterly updates
Once approved, TN RERA issues Form C β€” the project Registration Certificate. The promoter must thereafter file quarterly updates on construction progress, sales, and fund deployment until completion.

Apartment vs Villa under TN RERA

Both classify as "buildings" for RERA purposes, but the disclosure shape differs in two important ways for buyers:

Apartments

  • Undivided share (UDS): each unit comes with a fractional share of the land. Verify it on the sale deed.
  • Common amenities: lift, lobby, amenity floors. Maintenance hand-over to the Apartment Owners Association is regulated.
  • Carpet area disclosure: mandatory under RERA β€” separate from saleable / super built-up area used by builders.

Villas

  • Independent plot + structure: each villa typically has its own dedicated plot β€” UDS is the full plot share.
  • Gated community amenities: club, pool, parks fall under common-area RERA rules; OSR carve-outs apply.
  • Plinth area disclosure: primary metric on Form C β€” verify it matches your sale deed before paying.
