RERA registration for plotted layouts — what it actually covers

Plotted layouts in Tamil Nadu must register with TN RERA before any plot can be advertised or sold. The promoter's disclosures fall into five mandatory buckets:

DTCP / local-body approvals
The Layout Approval Letter from DTCP (Directorate of Town and Country Planning) or the local panchayat / municipality is the foundational document. RERA registration is downstream of layout approval — never the other way around.
Title and survey numbers (EC, Patta, GLV)
Encumbrance Certificate, Patta / Land Title Deed, and the Guideline Value across every survey number in the layout. Layouts often span multiple survey numbers — cross-check the EC scope against the layout drawing.
Plot composition and OSR
Total saleable plot count, total layout extent (sqm), regular plot count, OSR (Open Space Reservation) area gifted to the local body, road area, and the planning category (DTCP regular, gram panchayat, etc.).
Promoter and money trail
Promoter name, type, registered address, contact, PAN, and the designated RERA bank account. Per RERA, 70% of buyer collections must sit in this account until development infrastructure (roads, drainage, electricity) is complete.
Form C and infrastructure deadlines
Form C is issued upon successful registration. Infrastructure timelines (road laying, drainage, water, electrification) are filed at registration time and tracked via quarterly updates until completion certificate is issued.

DTCP approval vs RERA registration — what each protects

Plot buyers in Tamil Nadu often confuse DTCP approval with RERA registration. They serve different purposes and a layout needs both to be safely buyable:

DTCP approval

What it certifies: the layout meets town-planning rules — minimum road width, OSR carve-out, plot dimensions, drainage, and zoning compliance.

Where it sits: with the District Town and Country Planning office. Issued before RERA registration.

Risk if missing: "unapproved" / "panchayat" plots — buyers face issues registering sale deeds, no building permits will be granted, and the plot has no resale market.

RERA registration

What it certifies: the promoter has clear title to all survey numbers in the layout, that 70% of collections will go to an escrow, and that infrastructure will be delivered to a stated timeline.

Where it sits: with TN RERA at rera.tn.gov.in. Issued after DTCP approval.

Risk if missing: the buyer has no recourse to the RERA Authority for delayed development, fund diversion, or fraudulent over-sale of plots.

Five red flags when buying a RERA-registered plot

RERA registration is necessary but not sufficient. Even on registered layouts, these patterns cost buyers money. Each pattern is verifiable from the project page above.

  1. 1. Survey numbers in your sale deed don't match the RERA filing

    Promoters sometimes register a small core parcel and sell adjoining unregistered land under the same brand. The unregistered portion has zero RERA protection.

  2. 2. EC shows pending mortgage on the layout land

    An open mortgage means the bank has first claim on the land. Demand a No Objection Certificate from the lender before paying any booking amount.

  3. 3. OSR / road-area carved out of your plot, not from common land

    Open Space Reservation should reduce the saleable layout extent, not your specific plot. If your sale deed extent is less than the layout drawing's plot dimensions, you've absorbed the OSR.

  4. 4. Promoter's bank account is a personal account, not a project escrow

    The RERA bank account printed on Form C must be a project-specific account. Personal-account collections sit outside the 70% escrow rule and are not protected.

  5. 5. Infrastructure deadline has lapsed without an extension

    Roads, drainage, electrification have a stated completion date. If lapsed without an extension order from TN RERA, buyers may be entitled to interest on paid amounts.
