No Objection Certificate (NOC)

A clearance certificate issued by a government authority confirming no objection to a proposed land transaction or development.

What is an NOC?

A No Objection Certificate is a clearance issued by various government authorities — Revenue Department, Local Body, DTCP, CMDA, Pollution Control Board, and others — confirming that the authority has no objection to a proposed land transaction, development, or change in land use. The specific NOCs required depend on the nature of the transaction, the location of the property, and the intended use of the land.

When NOC is required

NOCs are required in several scenarios: agricultural to non-agricultural land conversion, construction on converted land, transactions involving NRI buyers, land near defense installations or airports, properties in coastal regulation zones, and developments in environmentally sensitive areas. The absence of a required NOC can invalidate a transaction or result in demolition orders against unauthorized construction.

Common NOC sources in Tamil Nadu

The most frequently required NOCs in Tamil Nadu come from the Revenue Department (for land conversion), DTCP (for layout approvals outside Chennai), CMDA (for developments within Chennai Metropolitan Area), Local Panchayat (for rural area developments), Tamil Nadu Pollution Control Board (for industrial use), and Airport Authority of India (for properties near airports).
